PARISH COUNCIL OBJECTS TO 270 HOME HOUSING BID

At its meeting on 15 December, Whitwick Parish Council resolved unanimously to strongly object to outline planning application16/01407/OUTM for the erection of up to 270 dwellings on land at Thornborough Road.

The application includes provision for public open space, landscaping, drainage, a car parking area for New Swannington Primary School and vehicular access points from Thornborough Road and Church Lane.  It was submitted by Gladman Developments Ltd of Cheshire and will be decided by North West Leicestershire District Council.

Lorraine Ellis, Interim Clerk, said “The meeting was attended 25 local residents who used our public question and answer session to voice their concerns about this application. 

“Parish Councillors subsequently decided to object to the application on the grounds that approval would set a precedent for further development of our protected Green Wedge and countryside; that the proposal is contrary to Local Plan policies; that NWLDC already has an adequate 5-year supply of housing land; that it would involve the loss of agricultural land and for highway safety reasons.

“The Church Lane/Thornborough Road junction is not suitable for increased traffic; Church Lane is a school walking route, it is narrow and already congested at school times.  In addition, the proposed Thornborough Road access is in a dip which is blind from the Spring Lane junction

“There is also potential to aggravate the existing flooding problem on Thornborough Road with water run-off from the proposed site

“However, as a fallback position should NWLDC is minded to approve the application, the Parish Council is also requesting that any S106 agreement should include transport safety improvements at the ChurchLane/Thornborough Road and Spring Lane junctions and that green spaces should be transferred to a public body with appropriate commuted sums for maintenance to minimise the risk of future development and protect areas of separation between communities.”
